So even though Carriers burn for only 5 seconds for each fire, if caught off of DCP, multiple fires can be set over and over again making a carrier lose more health to fires than any surface ship within a short duration. Also, Tier X carriers have tier 6 fire reduction coefficient which makes them 30% more likely to be caught on fire than Tier X surface ships.

Manfred von Richthofen is a concept design for a heavy aircraft carrier. The hangers, flight deck, and superstructure are built on top of a converted H-class battleship.  No evidence is available to support this ship design from a historical basis. 
 
In 1938 the German Oberkommando der Marine (Naval High Command) started to draw up a plan of what it would take to rival the British Royal Navy.  This updating and expansion plan for the Kriegsmarine (German Navy) was approved and ordered in January 1939 as “Plan Z”. 
 
Plan Z called for 10 battleships and 4 aircraft carriers as the main force to engage the Royal Navy.  An additional 58 cruisers, 68 destroyers, and 90 U-boats were also ordered, at a cost of 33 billion Reichsmarks. Set to be completed by 1940, they were intended to attack British shipping lanes and support the main German fleet.  By the outbreak of World War II only 8 months later in September 1939, very little work on the new ships had been started. Plan Z was canceled as wartime priorities shifted the materials and labor force to more immediate needs.  By the end of the war only a few major ships were completed, all of which had been ordered prior to the creation of Plan Z.
 
Based on the trend in historical documents of their proposed aircraft carrier design evolution, it is likely Germany may have planned and attempted to convert other ships into carriers to save time and resources.  If they had continued down the path of Plan Z, a similar design might have been developed.  However, only two H-class battleships were laid down before construction was halted at the start of the war, and neither hull was far enough along to even consider converting them into carriers.

Manfred von Richthofen — Germany Tech Tree Tier X Aircraft Carrier.

A hypothetical variation of a heavy German aircraft carrier based on the unfinished H-39 class battleship hull. It is assumed that by the time the construction of the battleship was halted, her hull would have been fully shaped, and the main propulsion plant and electrical plant machinery would also have been installed. With such a configuration, she would have been one of the largest ships in the world, second only to Japanese Shinano.
