Unfinished heavy cruiser Lützow was purchased from Germany in 1940 and renamed Petropavlovsk. The ship, which was in a state of 70% completion, participated in the Siege of Leningrad. She was renamed Tallinn, and it was planned to complete her after the war, adding mechanisms from cruiser Seydlitz and 180 mm guns, but those plans never came to fruition.</p><p> </p></div>

''Tallinn'' is the Tier VIII of the Soviet heavy cruiser tech tree. She is the start of a shift in the Soviet heavy cruiser characteristics, featuring larger guns and a stronger armor scheme, as well as a unique dispersion curve.

''Tallinn'' carries twelve 180 mm guns housed in four triple turrets. These guns have a good range of 17.7 km and a 12.5-second base reload. Her turrets have a slow 180-degree turn time of 22.5 seconds.

Her AP shells have a decent alpha strike of 4,650, with flat ballistics. The AP shells have a shorter fuse time, high penetration, and slightly improved bounce angles, allowing her to citadel targets at longer range. Her HE shells have 30 mm penetration and an 11% fire chance. These shells have low alpha damage of 2,500.

''Tallinn'' carries 10 torpedoes housed in two quintuple launchers. Her torpedoes are identical to ''Chapayev''’s, with a high alpha damage of 17,933, 4 km range, a 74-second reload time, and fast 65-knot- speed. Due to their very low range, these torpedoes are only used for self defense against rushing targets, at close range.

''Tallinn'' has a good health pool of 45,000 and a base speed of 33.1 knots. Her maneuverability is poor, with a slow 10.9-second rudder shift and a large 900-meter turning radius. With her poor maneuverability and large size, she is an easy target to hit, and is susceptible to torpedoes if not careful. Her minimum concealment of 11.4 km is lower than her radar range, and allows her to spot any ship that detects her

''Tallinn''’s armor scheme is very similar to that of ''Mainz''. Her armor scheme is improved over ''Shchors'', with the addition of a 40 mm icebreaker bow armor and 27 mm deck armor. ''Tallinn''’s citadel sits fairly low and has a turtleback to protect her at closer ranges. However, her upper bow and stern plating as well as her side plating are only 25 mm thick, which is overmatched by almost all Tier VIII battleship AP shells.

''Tallinn'' has the option to choose between Hydroacoustic Search and Defensive AA Fire consumables in the same slot. Both consumable choices are standard for Tier VIII cruisers.

''Tallinn'' has access to the Surveillance Radar consumable. Like the other high-tier Soviet tech tree Heavy Cruisers, her radar has a long range of 12 km but a short duration of 15 seconds. The short duration can be useful to briefly find positions of destroyers, but is only long enough to allow her to shoot them more than once or twice.

''Tallinn''’s AA DPS is relatively poor. Her long-range AA DPS is low at 147, and she has a low flak count of 6. Her mid-range DPS of 287 can shoot down some planes, but cannot stop strikes entirely. Due to her aggressive positioning playstyle and poor maneuverability, ''Tallinn'' is vulnerable to many carriers. Grouping with allied ships to overlap anti-aircraft auras is recommended in games with carriers.

<h4>Battle Performance:</h4>

''Tallinn'' is a cruiser that awards aggressive play at mid range. This can be achieved by playing on flanks and creating crossfire angles on enemy ships. She is best played in the open water, utilizing islands and her concealment to remain undetected.
</div></div></div>
With her high-penetration AP shells and their flat ballistics, players can catch broadside targets and punish enemy positional mistakes. With the proper positioning and usage of her Hydroacoustic Search and Surveillance Radar, ''Tallinn'' can also assist with chasing off or crippling enemy destroyers.
<div class="b-popup"><div class="b-popup_head js-tech-nav_head"><div><h2>Airstrike</h2></div><span class="b-tech-nav_arrow"></span></div><div class="b-popup_content" style="display: none;"><div>

When forced to kite away, ''Tallinn'' is much weaker as a ship. Her bad HE DPM means she cannot reliably deal with battleships and cruisers that heavily angle towards her. Her relatively poor armor and lack of Repair Party means she is easily damaged by enemy battleships and cruisers, and will die quickly when focused out. When kiting, it is recommended to kite away from your team to create crossfires, while utilizing her high-velocity AP shells on broadsides.

Tallinn — U.S.S.R. Tech Tree Tier VIII Cruiser.

Before the Great Patriotic War started, the Soviet Navy's authorities took measures to strengthen their fleet. Unfinished heavy cruiser Lützow was purchased from Germany in 1940 and renamed Petropavlovsk. The ship, which was in a state of 70% completion, participated in the Siege of Leningrad. She was renamed Tallinn, and it was planned to complete her after the war, adding mechanisms from cruiser Seydlitz and 180 mm guns, but those plans never came to fruition.
