She carries six 380mm guns in three twin turrets, the same as found on ''Siegfried'' and Tier VIII battleship ''[[Bismarck]]''. Along with ''Siegfried'', she has the largest main battery guns on any cruiser in the game, and maintains ''Siegfried’s'' cruiser dispersion trait rather than the battlecruiser dispersion on many other large cruisers. Combined with their 25mm AP overmatch, she is a major threat to any broadside target and many cruisers won’t be able to angle against her shells provided her aim is true.

| The ''Kronshtadt''-class battlecruisers (Project 69) started as a mid-1930s proposal for a large cruiser capable of destroying 10,000 long-ton cruisers built under the Washington Naval Treaty (which the Soviets were not a signatory to). Early designs were submitted by the end of 1935 but were all rejected, as was the next design for a 22,637 long-ton, 254mm-armed cruiser (eventually designated Project 22). After signing the Anglo-Soviet Quantitative Act of 1937 which bound them to the terms of the Second London Naval Treaty, the idea was eventually shelved. Other designs and plans were considered through early 1938 until the program was canceled after deciding the final design was too weak compared to foreign ships. However, the Soviet Navy still felt a need for a fast ship capable of fighting enemy cruisers, and the original concept was revived as Project 69.

| After various redesigns, the State Defense Committee ended up with a 30,510 long-ton, 305mm armed cruiser that was submitted to the State Defense Council and approved in January 1939. The initial sketches were approved in mid July 1939, but detailed designs were not approved until 12 April 1940, after the first two hulls were laid down. By February 1940, the 305mm guns and turrets were already behind schedule, and Joseph Stalin attempted to negotiate with the German representatives in Moscow to purchase and use triple 283mm turrets (which were out of production) instead of the triple 305mm turrets as planned. When he was told they were no longer in production but new ones could be built, he asked if twin 380mm turrets could be used instead. A preliminary agreement was made to purchase twelve guns and six turrets that had initially been designed to rearm the ''Scharnhorst''-class battleships, and finalized in November 1940 after it was determined to be a possible substitution. Deliveries were scheduled between October 1941 and March 1943. The required changes to the Project 69 design added an additional 984 long-tons to the ship, and was completed in mid October 1940 as Project 69-I (I standing for "''Importnyi''" or "Imported"). The final design was supposed to be completed by 15 October 1941, but was rendered pointless when Germany launched Operation Barbarossa and invaded the Soviet Union in June of that year.

| The two initial ships (''Kronshtadt'' and ''Sevastopol'') were supposed to be laid down in September 1939 following the Project 69-I design, but construction was delayed until November to allow shipyard improvements to be completed as the Soviet shipbuilding industry proved to be incapable of building both cruisers at the same time as the four ''Sovetsky Soyuz''-class battleships. ''Sevastopol'' was laid down on 5 November 1939, and was estimated at 11.6% complete at the start of the invasion. When the German forces occupied Nikolayev in late 1941, they used some of her material for defensive positions. Before they evacuated the city, they damaged her slip and hull with explosives, rendering the ship a total loss. She was ordered scrapped on 24 March 1947, and dismantling was completed in 1948.
