Delhi — Commonwealth Tier V cruiser.

Ships of the Leander class belonged to a new generation of light cruisers. They significantly differed from their World War I predecessors, particularly in the placement of their main battery guns in turrets. From 1936, Achilles, a Leander-class cruiser, served initially with the New Zealand Division of the Royal Navy and later with the Royal New Zealand Navy. In World War II, the ship took part in the Battle of the River Plate and the Pacific campaign. In 1948, Achilles was handed over to the Indian Navy and renamed Delhi, serving for another three decades thereafter.
Delhi was released as part of the early access event in patch 13.1.

Tier V Delhi introduces players to the defining characteristics of the Commonwealth cruisers. She has a relatively small main battery, but offsets this with access to the Crawling Smoke and Submarine Surveillance consumables.

The Ship

Her top speed of 32.5 knots is somewhat slow for a cruiser, and coupled with a rather long rudder shift time of 7.7 seconds she can often feel unmaneuverable. Once she starts turning, her turning radius of 640 meters is fairly decent. Overall, Delhi is not well suited to open water fighting. Her concealment is good — 10.48 km as standard, which can be reduced to 9.4 km with Concealment Expert.

Delhi mounts a standard cruiser Damage Control PartyWhen activated, instantly repairs fires, floods, and incapacitations, and prevents more for the duration., which is active for 5 seconds with a 60 second cool down. Her Hydroacoustic SearchWhile active, detects all enemy ships and torpedoes within the specified radius, without regard of obstacles such as smoke and terrain. will detect torpedoes at 3 km and ships at 4 km for 100 seconds. She mounts a Crawling Smoke GeneratorGenerates a smoke screen that allows the ship to remain undetected at slow speeds. with a long emission time of 102 seconds, although each individual puff will disperse after just 10 seconds. When moving at ¼ speed this allows Delhi to slowly maneuver while remaining in smoke. This has a 160 second cool down between uses. Finally, her Submarine SurveillanceDetect submarines underwater. consumable will detect submerged submarines at 6 km range. This is active for 20 seconds, and has three uses as standard with 120 seconds between uses.

Survivability

With 16 mm of plating, Delhi’s bow and stern can bounce heavy cruiser AP if sufficiently angled, although she is vulnerable to all calibers of HE. Although her armor is relatively thin and offers little protection, her citadel sits low in the water and can be difficult to hit. Her thin armor and one of the lowest health pools of any Tier V cruiser mean that any incoming fire can potentially cause serious amounts of damage in a short time.

Armament

Delhi mounts a small main battery of six 152 mm guns in three twin turrets, with a slow turret traverse time. Although her 14.3 km main battery range is rather short, it is still longer than most cruisers which can use a smoke screen. Individually her shells are some of the weakest at her tier, with low damage and a poor fire chance. Her guns have a fast reload of 6.6 seconds, allowing her to rapidly cycle her guns. However, the small number of barrels and the low damage per shell mean that her DPM trails behind many other Tier V cruisers. Additionally, her shells have long flight times over range, making aiming somewhat tricky. Delhi is a poor fire starter as her shells have a low 7% chance of starting a fire, with an expected 4 fires a minute in ideal conditions.

Delhi mounts a quad torpedo launcher on each side. While her rearward angles are good, she has a restricted arc when launching torpedoes forward. Her torpedoes have a good range for a Tier V cruiser, able to reach out to 10 km, and can be launched from stealth with a small window of safety. Her torpedoes are strong weapons that cause high damage with a good flood chance, although their long reload limits their potential impact.

Anti-Air

Delhi has one of the strongest AA defenses of all Tier V cruisers, and with her upgraded hull she is able to match several Tier VI cruisers. Her long-range guns reach out to 5.8 km, produce 2 powerful flak bursts which can deal significant damage to aircraft that stray into range, and deal high continuous damage. However, the majority of her AA strength comes from her smaller guns. As an early post-war fit, she carries numerous 40 mm automatic weapons which can rapidly shred attacking aircraft. Although she is unlikely to deter a determined Tier VI carrier, Delhi can make repeated attacks costly, and is fully capable of shutting down an unwary Tier IV carrier.

Anti-Submarine

Delhi is a strong ASW platform, with her Submarine Surveillance and Hydroacoustic Search consumables allowing her to detect and track a submerged target. She also has access to an ASW airstrike which can be used to attack submarines up to 7 km away. This is the same range as many Tier VIII cruisers and allows Delhi to attack submarines from relative safety.

Battle Performance

Delhi is well suited to a support role in battle. Her strong AA defenses and ASW equipment mean she can provide welcome backup to friendly forces. Her low main battery DPM, slow turret traverse, long rudder shift time, and small health pool leave her at a disadvantage in a straight up fight with enemy ships. Rather than engage in one-on-one fights, she should use her concealment to reach a position to support team mates where she is less likely to become a target herself. Effective use of island cover and smoke screens will reduce incoming fire and preserve health to remain in the battle.
