Riga — Soviet Tier IX cruiser.
After purchasing cruiser Lützow from Germany and renaming her Petropavlovsk, the question of whether to build more advanced ships of the same type arose. The development of a cruiser codenamed 82 was commissioned. In 1943, a project was developed that took military experience into account: the main armament was represented by 220 mm guns, and the secondary battery was represented by multipurpose 130 mm guns. While the ship was never implemented in this configuration, later improvements to the design led to the emergence of the Stalingrad-class heavy cruisers.

Riga is the Tier IX of the Soviet heavy cruiser tech tree. She continues the shift in the Soviet heavy cruiser characteristics, featuring larger guns and a stronger armor scheme.
Armament:
Riga carries nine 220 mm guns housed in three triple turrets. These guns have a good range of 18 km and a 14-second base reload. Her turrets have a slow 180-degree turn time of 32.7 seconds.
Her AP shells have a decent alpha strike of 5,750, with flat ballistics. The AP shells have a shorter fuse time, high penetration, and slightly improved bounce angles, allowing her to citadel targets at longer range. Her HE shells have 47 mm penetration and a 14% fire chance. They have low alpha damage of 3,050.
Riga uses the same dispersion curve as Tallinn, with improved close- and mid-range dispersion, but poor long-range dispersion.
Hull:
Riga has a good health pool of 50,500 and a base speed of 33.5 knots. Her maneuverability is poor, with a slow 11.5-second rudder shift and a large 920-meter turning radius. With her poor maneuverability and large size, she is an easy target to hit, and is susceptible to torpedoes if not careful. Her minimum concealment of 12 km equals her radar range, and allows her to spot any ship that detects her
Riga sits high above the water, with a large superstructure. Her armor scheme is improved over that of Tallinn with the addition of a 40 mm icebreaker bow and 35 mm deck, which will shrug off most HE and AP shells. Her citadel sits high out of the water. Although it is protected behind a 140 mm armor belt, it is still easily punishable when showing broadside. Her upper bow and stern plating is only 25 mm thick, which is overmatched by almost all Tier IX battleship AP shells.
Consumables:
Riga has the option to choose between the Hydroacoustic Search and Defensive AA Fire consumables in the same slot. Both consumable choices are standard for Tier IX cruisers.
Riga also has access to the Surveillance Radar consumable. Like the other high-tier Soviet tech tree heavy cruisers, her radar has a long range of 12 km, but a short duration of 15 seconds. The short duration can be useful to briefly find the positions of destroyers , but is only long enough to allow her to shoot them more than once or twice.
Riga has access to the Repair Party consumable, which has 3 charges that each heal for 14% of her maximum HP.
Anti-Aircraft:
Riga’s AA DPS is relatively poor. Her long-range AA DPS is low at 112, and has a low flak count of 5. Her mid-range DPS of 318.5 can shoot down some planes, but cannot stop strikes entirely. Due to her aggressive positioning playstyle and poor maneuverability, Riga is vulnerable to many carriers. Grouping with allied ships to overlap anti-aircraft auras is recommended in games with carriers.
Battle Performance:
Riga is a cruiser that awards aggressive play at close- to mid-range. This can be achieved through positioning close to islands to cover her vulnerable citadel, only exposing her bow and deck armor. Using her high-penetration AP shells and flat ballistics, players can catch broadside targets and punish enemy positional mistakes. With the proper positioning and usage of her Hydroacoustic Search and Surveillance Radar, Riga can hold down caps and prevent enemy destroyers from approaching.
When forced to kite away, Riga is much weaker as a ship. Her bad HE DPM means she cannot reliably deal with battleships and cruisers that heavily angle towards her. Her large superstructure is easily farmable by enemy battleships and cruisers, and Riga will die quickly when focused out. When kiting, it is recommended to kite away from your team to create crossfires, utilizing her high-velocity AP shells on broadsides.
At long ranges, Riga is inaccurate and loses much of her effective damage output. It is best to utilize her concealment to gain positional advantages on enemy ships, and use the element of surprise to deliver her punishing AP shells.
