Puerto Rico — American special premium Tier X cruiser.

After the failure of the second London Naval Treaty but before the outbreak of World War II, the United States began preliminary design works with the intention of building ships specifically tailored for countering cruisers. In 1938, the U.S. Navy High Command provided technical specifications to initiate the preliminary development of cruisers armed with six 305 mm guns and twelve 203 mm guns. Further development resulted in the creation of several draft designs for cruisers equipped with 305 mm main battery guns. Among the designs, the largest and most heavily armed ship featured four triple-gun main battery turrets.

Puerto Rico was the reward for the first Dockyard event during Christmas 2019, and returned as the reward for the Dockyard event starting in Update 0.11.7. She has not been available outside those two Dockyard events. (A few were available during a charity event in early 2022, where successful bidders were in the $800+ range.) Additionally, she could also be obtained by purchasing an Admiral pack from preordering the Naval Legends: Cruisers book.

Summary

Puerto Rico is a Tier X American large cruiser, with many similarities to Tier IX large cruiser Alaska. She gains an additional turret and changes to overall ship characteristics.


Armament:

Puerto Rico is armed with twelve 305mm rifles housed in four triple mounts. The guns have a range of 18.8km and a long 22 second reload time. The shells are identical to Alaska. Puerto Rico’s AP shells have good alpha strike, and can overmatch 21 mm armor plating, this means that she can overmatch the bow and stern of British and Pan-Asian lgiht cruisers, as well as other ships with similar armor schemes, additionally, her AP shells have improved ricochet angles found on high tier American heavy cruisers. Her HE shells have 51mm penetration and 27% chance of setting a fire. The shell velocity is the same as Alaska, meaning players must take more lead for long range shots.

While the shells are the same, the dispersion values are different from Alaska. The sigma value of 2.2 is good, however Puerto Rico’s guns use Battleship dispersion formula, also found on Tier IX large cruiser Kronshtadt. The horizontal and vertical dispersion values are also much worse in comparison to Alaska. This can lead to frustrating salvos, but is also balanced out by the potential alpha strike of a twelve gun salvo.


Hull:

Puerto Rico has a large health pool of 71,650, 28% torpedo damage reduction, and a base speed of 33.5 knots. Her maneuverability is poor, with a slow 15.9-second rudder shift and a large 910-meter turning radius. With her poor maneuverability and large size, she is an easy target to hit, and is susceptible to torpedoes if not careful. Her minimum concealment of 13 km is quite large in comparison to her 10 km radar, meaning players will be spotted by targets that are not in radar range.

Puerto Rico’s armor scheme is similar to that of Alaska with the 27mm bow and 38 mm deck, which will shrug off most HE and AP shells. Her citadel sits slightly above the waterline and is difficult to citadel consistently. She also features a thicker 30mm upper belt. Puerto Rico’s armor scheme is good at negating citadel hits but it is not advisable to turn out in front of multiple battleships.

As a large cruiser, Puerto Rico has the increased battleship fire and flood duration unlike traditional cruisers. As she does not have access to the Fire Prevention Expert skill, management of Damage Control Party consumable is vital in order to survive focus fire.


Consumables:

Puerto Rico has the option to choose between the Hydroacoustic Search and Defensive AA Fire consumables in the same slot. Both consumable choices are standard for Tier X cruisers. Due to her large size and poor maneuverability, Hydroacoustic Search is the recommended consumable choice to aid with dodging torpedoes. While Defensive AA Fire consumable can help deal more damage to carrier planes, Puerto Rico’s AA DPS is not high enough to warrant taking it over Hydroacoustic Search.

Puerto Rico also has access to the Surveillance Radar consumable. Like the high-tier American tech tree heavy cruisers, her radar has a 10km range and a long duration time of 35 seconds. While she cannot fire many salvos during its duration, it is useful when pushing and taking control of key areas.

Puerto Rico has access to the Repair Party consumable, which has 3 charges that each heal for 14% of her maximum HP. It is to note that the Repair Party only heals 10% of citadel damage taken.


Anti-Aircraft and ASW:

Puerto Rico’s AA DPS is relatively mediocre. Her long-range AA DPS is low at 143.5, and has a low flak count of 6. Her mid-range DPS of 420 can shoot down some planes, but cannot stop strikes entirely. Due to her poor air concealment and poor maneuverability, Puerto Rico is vulnerable to many carriers. Grouping with allied ships to overlap anti-aircraft auras is recommended in games with carriers.

Puerto Rico gets access to 8km ASW airstrikes, allowing her to deal damage to submarines from a distance.


Battle Performance:

Puerto Rico is a mid range cruiser, relying on alpha strike over damage per minute in order to win flanks and win games. Using her twelve gun AP salvos with improved ricochet angles, she can punish mistakes made by enemy cruisers and battleships. While she has access to Surveillance Radar, her large size and poor concealment means she should not rush to use it on destroyers.

Due to her gun set up, Puerto Rico is flexible in pushing and kiting as long as all of her guns are firing for maximum damage output. Her long reload time, slower shell velocity combined with good alpha strike and improved AP penetration angles means aggressive play is rewarded. However, the downsides of battleship fire/flood duration, poor concealment, and bad maneuverability characteristics means a good balance of aggressive and passive play is required to perform well in Puerto Rico

Upgrades

The recommended upgrades for Puerto Rico in Randoms are as follows:

Slot 6: For most players, Main Battery Modification 3 : -12% main battery loading time. / -13% main battery traverse speed. is recommended as it significantly speeds up her reload time. If the player finds the base gun range too short, Gun Fire Control System Modification 2 : +16% firing range. is a viable alternative though keep in mind her slow shells still make it difficult to land shells on target.
