Toulon — French special premium Tier VII cruiser.

After the signing of the Washington Naval Treaty, France had the right to build new battleships to replace their old ones. In the 1920s, the design of a new ship class began. These ships could have been classified as battlecruisers or "large" cruisers in terms of their characteristics. The first project for a ship of this type was a cruiser with a displacement of 17,500 tons, armed with eight 305 mm guns in two quadruple-gun turrets.

Toulon was first released for sale on 18 May 2022 with Update 0.11.4, and was initially available in 1 of 62 random doubloon bundles in the Armory. She was added to the Armory and Premium Shop permanently on 30 September 2022.

Toulon is the first large cruiser to appear at Tier VII. As such, she brings what one expects of the archetype — battleship-caliber guns and good overall survivability. She also combines these with traits commonly found on French cruisers, those being high speed and their signature Engine BoostWhile active, increases a ship's speed by a fixed percentage. consumables, creating a unique experience at her tier.

Hull

Being the only large cruiser at her tier, Toulon boasts survivability surpassing that of same-tier cruisers. Her 170 mm belt is among the thickest of Tier VII cruisers, giving her some protection against cruiser-caliber AP shells. Sitting behind this is a 25 mm turtleback, giving cruisers a difficult time in citadeling her. However, her upper belt is only 25 mm, allowing 380 mm+ guns to overmatch this section of armor. She also has a weak (and large) bow and stern, both of which only have 16 mm of armor, which can be overmatched by 234 mm guns and higher. Thus, captains should angle towards the enemy, rather than being directly bow-on, in order to bait shots into her main belt. Toulon’s 30 mm deck prevents her from being overmatched from most battleship caliber guns, as well as giving her some defense against most HE shells fired by cruisers. She also boasts the highest HP of Tier VII cruisers, at 42,500, which is compounded by her access to Repair PartyWhile active, restores a percentage of the ship's health points each second.. Generally speaking, however, captains of Toulon should attempt to minimize taking damage. Despite her above-average protection for a cruiser, she still remains vulnerable to battleships, and concentrated HE shell spam.

Toulon’s maneuverability and concealment are quite good for a cruiser of her size. While her base speed is low for a cruiser, at only 30 knots, this is compensated by her French Engine BoostWhile active, increases a ship's speed by a fixed percentage., allowing her to reach 39 knots while it’s active. Her turning circle of 710 meters is decent for a cruiser, but her 11.5 second rudder shift can leave her vulnerable if captains aren’t careful in their maneuvering. Her concealment reaches 10.1 with Concealment Expert, giving her the ability to freely move around the map, and dictate her engagements. Captains should use this combination to their advantage, to take up advantageous positions, rapidly redeploy to other areas of the map, and dodge enemy shells to avoid damage.

Armament

Toulon is armed with eight 305 mm guns, housed in two quadruple turrets concentrated on her bow. Due to their caliber, her AP shells are the primary choice for captains. They feature high penetration and alpha damage, and when combined with Toulon’s concealment, she can deal high amounts of damage to ships if she catches them broadside, which captains should actively seek. Her HE shells have low damage and fire chance for their caliber, and given her long reload of 28 s, they should not be used unless facing a destroyer or heavily angled target. Her guns have good ballistics and range, with the latter reaching 16.9 km, allowing her to engage targets comfortably at any range. Unfortunately, her guns are let down by their accuracy. With a below-average sigma of 1.7 combined with poor dispersion, her salvos will often miss their mark. This means captains should be on the lookout to catch enemy ships on their broadsides, in order to all but guarantee that their shells hit their mark. Toulon also suffers from poor gun handling, with an extremely slow 4.5 degrees per second. This, in combination with her main battery being concentrated on the bow leaves her vulnerable to flanking opponents. Captains should keep an eye out for any potential flanking enemies.

Toulon’s secondary armament consists of two triple 155 mm and 6 dual 100 mm guns. Similar to the tech tree French large cruisers, they have increased accuracy parameters. However, Toulon’s secondaries are mediocre compared to those found on the French large line. Her 152 mm guns have a long reload, while her 100 mms deal little damage. As such, their actual value in battle will be next to nothing, outside of the occasional kill securing of a low health ship.

Toulon’s anti-aircraft firepower is poor. While her range is decent at 5.8 km, all of her DPS values are bad save for her short-range, which is limited by its reach. Her flak count is also low, producing only 2 clouds. Captains should seek AA assistance from allies for protection against aircraft.

Toulon carries standard Depth Charge Airstrikes for a Tier VII cruiser. She has two charges with a 6 km range and 25 second reload. Each charge has one aircraft armed with two bombs that deal up to 3,400 damage each. Captains should make active use of this armament whenever there are signs of a submarine's presence nearby, such as fuel spills and sonar pings.

Consumables

Toulon has access to a plentiful amount of consumables. Aside from her standard Damage Control PartyWhen activated, instantly repairs fires, floods, and incapacitations, and prevents more for the duration., she has a choice between Hydroacoustic SearchWhile active, detects all enemy ships and torpedoes within the specified radius, without regard of obstacles such as smoke and terrain. and Defensive AA FireWhile active, the damage per second of large caliber anti-aircraft guns is increased.. The former is preferred, as the latter will not improve her already weak AA. Toulon’s Engine BoostWhile active, increases a ship's speed by a fixed percentage. is similar to that found on French cruisers, providing a 20% bonus to her speed and improving her acceleration and deceleration. Captains should use this consumable frequently to maneuver more easily in battle. Toulon also carries a Catapult FighterWhile active, a group of fighter planes circles the ship providing protection by attacking incoming enemy aircraft., which can provide additional protection against aircraft, and in some cases provide her a means of spotting ships. Finally, she is one of the few Tier VII cruisers with Repair PartyWhile active, restores a percentage of the ship's health points each second., which prolongs her life in battle. Unlike most French cruisers, Toulon lacks the Main Battery Reload BoosterWhen used, main battery reload time is significantly reduced. consumable.

Gameplay

Toulon is a mobile ship, and should be played as such. Captains should use her superb maneuverability with her Engine BoostWhile active, increases a ship's speed by a fixed percentage. to take up good positions in battle, as well as to dodge enemy fire at mid- to long-range. At the same time, they should also actively seek opportunities to fire their AP shells at the broadsides of enemy ships, using her concealment to gain the surprise on them. Given her gun layout, captains can also make use of island cover, in order to limit the angle of fire from enemy ships, and to close the distance on enemy ships. Unfortunately, even if all the right steps are taken, Toulon’s main battery accuracy will often let captains down.

While Toulon has a unique playstyle among Tier VII cruisers, she pays dearly in terms of damage output. If she cannot catch broadsides, her damage output is severely hampered. Her main battery will often leave much to be desired, and captains may find her more frustrating compared to more traditional cruisers.

Engine Boost Modification 1 Increases the action time of the Engine Boost and Emergency Engine Power consumables.: +50% action time. is recommended in slot 2 for players that have large coal reserves, to further boost Toulon's Engine Boost duration. But for those short on coal, it may be better to save that upgrade for the higher tier tech tree large cruisers.

Commander Skills

The Honoré brothers feel particularly well-suited for the French large cruisers with their improved Grease the Gears skill.
